The evidence

  • The patience: first oil in 1971, the fund legislated in 1990, the first deposit in 1996. Guyana is not behind; Norway started late and still won. Norges Bank Annual Report 1998; norskpetroleum.no
  • The rule: government may spend only the fund’s expected return, about 3 percent a year. The principal is never touched. The rule has held since 2001. Norwegian Ministry of Finance; IMF Country Report 25/248
  • The transparency: the value, the returns, and every holding are published, including the bad quarters. The fund lost 1.9 per cent in early 2026 and said so. NBIM press release, 23 April 2026

Raa’id spent a decade leading technology development from concept through deployment, including a multilingual broadcast system for Saudi Arabia reaching 2.8 million listeners across 180 countries.
