Proof that a poor country can become a prosperous one: Botswana owned half its diamonds and saved the proceeds. It is also the warning: the saving rule faded from use, the buffer is nearly spent, and keeping prosperity is proving harder than earning it.

Trinidad has produced oil since 1908 and still does; gas now carries the economy and runs 41 per cent below its 2010 peak. The savings fund kept growing anyway, to US$6.38 billion, a quarter of GDP. The saving rules held. The dependence did not end.
